I have a Climate Change Levy (CCL) exemption - what do I need to do?

The Climate Change Levy (CCL) is a government tax on energy used by businesses. If your business holds a Climate Change Agreement (CCA) with the Environment Agency, you qualify for a reduced CCL rate on your energy bills -saving up to £8.01 per 1,000 kWh.

To apply your exemption, you'll need to upload your Climate Change Levy supplier certificate (PP11) to your tem portal.

Do I qualify for a CCL exemption?

CCL relief is available to businesses that have entered into a Climate Change Agreement with the Environment Agency through their sector association. For full eligibility criteria and how to apply for a CCA, see GOV.UK — Claim relief against the main rates of Climate Change Levy.

If you already hold a PP11 certificate, follow the steps below to upload it.

How to upload your PP11 certificate

  1. Log in to the tem portal and go to the Account page

  2. Select the Exemptions tab

  3. Click CCL exemption

  4. Find the relevant site and click Upload new document

  5. Upload your PP11 certificate (PDF) and click Submit

If the same certificate applies to all of your sites, tick Apply for all sites before submitting.

Once submitted, your certificate will show as In review. Processing typically takes up to one week. When our team has processed and accepted it, you'll receive a confirmation email - and your reduced CCL rate will be applied to your bills going forward.

Your CCL exemption page in the portal will then show:

  • Qualifying consumption (%) - the percentage of your energy consumption that qualifies for the reduced rate

  • Exemption start date - the date your exemption started, as declared on your certificate

You can check these details at any time by going to the Exemptions tab and clicking CCL exemption.
